The United Nations Office for Project Services (UNOPS) will supply backup power supply equipment for heating networks to the Dnipropetrovsk region of Ukraine, which will help ensure uninterrupted heat supply to local residents during the winter.
Since the start of Russia’s full-scale invasion, Ukraine’s energy infrastructure has been under constant attack. Electricity generation, transmission and distribution facilities are hit, leading to large-scale power outages. The central and front-line regions of the country are particularly seriously affected.
As a result of intense attacks in the Dnepropetrovsk region in June and July 2025, significant damage was caused to municipal and social infrastructure. Electricity and heat supply networks were damaged, which led to numerous outages and complicated the work of public utilities.
Among other settlements, the city of Samar was seriously affected, where almost 30 thousand people use the services of the local heat supply company Samarteploenergo. During the past winter, repeated power outages placed a serious strain on the city’s heating system, affecting the operation of schools, kindergartens, hospitals, administrative offices and other important public facilities. The project is being implemented with financial support from the Spanish Agency for International Development Cooperation.
The new equipment will improve the resilience of Samara’s centralized heating system, reduce its vulnerability to frequent power outages, and ensure more reliable provision of critical public services in the most difficult conditions.
According to the head of the Samar administration, Sergei Reznik, implementation of the project is important for the safety and well-being of city residents.
“First of all, this initiative gives people confidence that the critical infrastructure of our city will be better prepared for emergency situations,” he emphasized.
It is expected that the modernization of the heating system will help the city more confidently go through the upcoming heating season, providing residents and social institutions with stable access to heat.
