Speaking at the European Council in Brussels on Thursday, UN Secretary-General Antonio Guterres reiterated his call for a ceasefire in Gaza and for UN Charter-based peace in Ukraine. He criticized countries or armed groups that believe they “can do whatever they want” with impunity.
