The UN calls for the immediate and full implementation of all elements of the comprehensive plan proposed by US President Donald Trump to end the conflict in the Gaza Strip, which was approved by UN Security Council resolution 2803 (2025). This was stated by Ramiz Alakbarov, UN Deputy Special Coordinator for the Middle East Peace Process, speaking at a Security Council meeting on Thursday.

During the meeting, High Representative of the Gaza Peace Council Nikolai Mladenov presented the first report on the work of this body, created on the initiative of Donald Trump. Let us recall that the UN Security Council, by resolution 2803, welcomed the creation of the Peace Council as a transitional administration. process.

Implementation of resolution 2803

Alakbarov stressed in his speech that amid ongoing negotiations to move to the second stage of the ceasefire plan, there are dangerous calls for a resumption of large-scale hostilities. This scenario must be prevented at all costs,” he warned.

The UN representative called for the immediate and full implementation of all interrelated elements of the comprehensive plan approved by the UN Security Council. It includes the disarmament of Hamas and other armed groups, the withdrawal of Israeli troops and the deployment of the International Stabilization Force. In addition, the National Gaza Management Committee, created as part of the Trump peace plan, should be able to carry out its transitional responsibilities in coordination with the Palestinian Authority.

Humanitarian Crisis

“While diplomatic efforts continue, life for people in the enclave remains extremely unstable,” Alakbarov noted. Israeli strikes, which Israeli authorities say are aimed at Hamas militants and their infrastructure, occur almost daily, claiming dozens of lives. At the same time, fighting is recorded on the part of Hamas and other Palestinian groups. The Israeli government said it now controls 60 percent of the Gaza Strip (up from 52 percent at the start of the truce).

According to Alakbarov, the population of Gaza remains completely dependent on humanitarian aid supplies. Despite positive developments, such as the reopening of the Zikim checkpoint in mid-April and a slight increase in cargo volumes, humanitarian operations are severely limited. Israel continues to block the import of goods that it classifies as “dual-use” items, the speaker recalled.

At the same time, only 540 million of the required 4.06 billion dollars have been received to date for the implementation of the humanitarian response plan for the occupied Palestinian territory.

Deterioration of the situation in the West Bank

The Deputy Special Coordinator also drew the attention of the Security Council to the alarming dynamics in West Bank, including East Jerusalem. During the reporting period, Israeli authorities advanced plans to build more than 640 housing units in Area C of the West Bank and more than 1,620 housing units in the Pisgat Ze’ev settlement in East Jerusalem.

60~p>Alakbarov emphasized that in 2026, the frequency and severity of attacks by Israeli settlers increased significantly, with about 220 Palestinians being attacked communities.

Road map

“The horror of October 7th does not diminish the suffering of the Palestinian people, and the suffering of the Palestinian people does not diminish the horror of October 7th. The whole purpose of the efforts authorized by this Council in accordance with resolution 2803 is to ensure that neither one nor the other happens again,” Nikolai Mladenov told the UN Security Council, presenting the first written report of the Peace Council. Hospitals contain about 70 million tons of debris, “mixed with unexploded ordnance and the bodies of the dead.”

The cost of inaction

Mladenov called on Hamas and other Palestinian groups to immediately return to the negotiating table, and Israel to faithfully implement the terms of the ceasefire. He stressed that abandoning Trump’s plan would mean maintaining the “nightmarish status quo”: “Divided Gaza. Hamas maintains military and administrative control over two million people in less than half the territory.” These people will live in ruins, Mladenov noted, and will continue to depend on humanitarian assistance.

“The discussions have reached a stage where key political decisions have become clear, and further delay will only worsen the suffering of the civilian population,” the High Representative said.
