UN member states established the Global Dialogue on the Governance of Artificial Intelligence in August 2025. The UN is preparing for the first meeting of the Global Dialogue on the Governance of Artificial Intelligence Economic Development

The co-chairs of the Global Dialogue on the Governance of Artificial Intelligence are consulting with UN member states and stakeholders in preparation for their first meeting in July in Geneva on the sidelines of the annual AI for Good summit. They told reporters about this in Geneva on Tuesday. 

Discussions are expected to be structured thematically, including the opportunities and implications of artificial intelligence and the digital divide. UN member states established the Global Dialogue on Artificial Intelligence Governance with a resolution last August. The dialogue is conceived as the first universal platform for discussing the key challenges and opportunities associated with the development of artificial intelligence. The Permanent Representative of El Salvador to the UN was appointed as co-chairs of the initiative  Egriselda Lopes and Estonia’s Permanent Representative to the UN Rein Tammsaar.

The dialogue, as the group’s leaders told reporters, should bring together existing international initiatives and best practices in the field of artificial intelligence. Its goal is not to duplicate existing processes, but to complement them, increasing the efficiency of global cooperation.

The initiative’s key themes are security and human rights. Although human rights are seen as a cross-cutting issue, many participants advocate for a separate focus area.

Special Envoy of the Secretary-General for Digital and Emerging Technologies Amandeep Gill noted that the Global Dialogue is part of a broader strategy to harness artificial intelligence to benefit all humanity. According to him, the platform will accelerate the exchange of knowledge and experience in the context of rapid technological development.

The Special Envoy also said that the Independent International Scientific Group on Artificial Intelligence will present its first report at the meeting in Geneva. This mechanism was created in parallel with the Global Dialogue and is intended to provide a scientific basis for discussions and decision-making. 

However, as Gill noted, the ability of countries to use AI to achieve the Sustainable Development Goals and effectively regulate it remains highly uneven, which requires additional efforts to reduce the digital divide.

In response to questions journalists, Lopez clarified that the mandate of the Global Dialogue does not extend to the military aspects of the use of AI. She emphasized that the main goal is to create an open, inclusive forum for discussion of policy and regulation.
