Interview | Problems and prospects for cooperation of the countries of Central Asia

The permanent UN coordinator in Turkmenistan Dmitry Shlapachenko. Interview | Problems and prospects for cooperation of the countries of Central Asia Economic development On the sidelines of the third UN Conference on developing countries that have no way to the sea that completed its work this Friday, Nargis Shekinskaya from the UN news service talked with the permanent UN coordinator Dmitry Shlapachenko, who spoke about the prospects of cooperation between the Central Asian states. 62 > 62 > 62 > 62 > 62 ~ “If you look at the turnover between the countries of the region, then it is very small. If you look at how often planes fly between these countries or travel trains and buses, we will also not see anything impressive. Therefore, this conference is very important for us, all the chapters of Central Asia have gathered here and it was these problems that were discussed. ”~ 60 > increase in the turnover “ The main goal, of course, increase the turnover. UN Secretary General Antonio Gutherresh met here with the leaders of Turkmenistan, Kyrgyzstan and Uzbekistan. At all these meetings, he gave the example of Portugal and Spain: “Until we were together in the European Union, the turnover was absolutely insignificant between us. As soon as we ended up in the EU, 40 percent of all goods from Portugal go to Spain. It really helped our people: the standard of living has improved, we began to better understand each other, cultural ties improved ”. This, it seems to me, is very important to keep in mind when we are talking about Central Asia. There can be a lot of things more here, but we are moving in the right direction. All the presidents of Central Asia spoke by and large the same postulates: we need to work more so that our people have more opportunities. 60 > trade between these countries will improve the quality of goods, the price will fall, cultural ties will strengthen, that is, there will be more integration between the countries of Central Asia, and then the Central Asia will become a real player in world politics. Assistance to the UN Central Asia 62 ~“There are a lot of aspects where we, like the UN, can help. Our goal is to help the countries of the region. I was very pleased that this conference was present & nbsp; three of the five permanent coordinators who are in the region of the region. All constant coordinators of Central Asia every week speak among ourselves, that is, we have coordination, and with these ideas we go to our country commands. 62 ~ 60 > 62 > 62 > 62 > 62 > 62 >We are working on projects that can bring the countries of the region closer. I will give you one example: this year, in the month of May, for the first time in the history of Central Asia, we gathered young diplomats from all Central Asia countries in Ashgabat. All regular coordinators arrived, and we made a training for young diplomats of the UN system. We invited the UN agencies, but of course, there were permanent coordinators. We had very positive reviews about & nbsp; this training. Young diplomats learned how the UN works, what their developments can be in terms of analysis, how to work with statistics, to understand some deep processes at the UN. In addition, young diplomats became friends with each other. Such a training next year will be again in Ashgabat, and then it will take place already on a rotational basis. ”~ 60 > 62 ~ shallowing sea “ President of Turkmenistan in his speech, opening the forum, mentioned such a problem, mentioned such a problem, mentioned such a problem. as a shallow of the Caspian Sea. How the UN participates in solving this problem ? this & nbsp; the problem is not new. The government of Turkmenistan every year on August 12 spends the day of the Caspian Sea, precisely in Avaz. For four years now I have been taking part there on behalf of the UN. And it is very good that all sides of the region hear about the problem with the shallow. shallowing, unfortunately, leads to other consequences. The port of Turkmenbashi cannot receive large ships, because they have a different tonnage and they need deeper waters. Therefore, Turkmenistan is obliged to build additional structures so that these ships can enter. This is already real, unfortunately. Secondly, the shallow of & nbsp; affects the ecology. There is a special type of seals, called the Caspian seal. Their livestock has now fallen by 5-10 percent. Due to the fact that there is less water. our role here is what ? we, firstly, are talking about this. It is necessary that all about this & nbsp; Know. probably, you need to improve the biosphere. There are several UN projects that are aimed at this. They are mainly conducted by the UNEP program. There is a convention on the Caspian Sea, which is also trying to resolve many issues. Well, here we need to mention the initiative of Turkmenistan in 2012: to make a center on climatic technologies for Central Asia in Ashgabat. If some country finds technologies that help fight climate changes, then through this center it is divided with the rest. ~ 60 > everyone agreed that there is a need for this center. We have political support. Now the matter is to find a legal solution to this issue. I think we are well advancing. Initially, the government of Turkmenistan will allocate money for the functioning of this center, and then the center will switch to self -sufficiency. Thus, we contribute to the improvement of & NBSP; situations with ecology. There will be an exchange of academic, scientific articles, there will be some kind of joint study. Then it will be much easier to look at this problem & nbsp; not from individual countries, but a whole & nbsp; region. ”
