On Monday, the UN Security Council adopted a ceasefire resolution in Gaza proposed by the United States. The document was supported by 14 countries, Russia abstained. The resolution welcomes the new ceasefire proposal announced on May 31, which Israel agreed to, and calls on Hamas to also agree to it.
The implementation of this proposal, as noted in the resolution, will allow us to achieve “an immediate, complete and final ceasefire with the release of hostages, including women, the elderly and the wounded.” Also, this proposal, according to the document adopted today, provides for the exchange of Palestinian prisoners, the withdrawal of Israeli forces from populated areas of Gaza, the return of Palestinian civilians to their homes and neighborhoods in all areas of Gaza, including in the north, as well as the safe and effective distribution of humanitarian aid on the required scale throughout the Gaza Strip among all Palestinian civilians.
The second stage of the implementation of this proposal provides for “by agreement of the parties” a final cessation of hostilities in exchange for the release of all remaining hostages still in Gaza, and the complete withdrawal of Israeli forces from Gaza.
The proposal cited by the resolution’s sponsors calls for the start of “an ambitious, multi-year reconstruction plan Gaza and returning the remains of all dead hostages still in Gaza to their families.”
According to the proposal, if phase one negotiations take more than six weeks, the ceasefire will still will continue as long as negotiations continue. The resolution welcomes the willingness of the United States, Egypt and Qatar to negotiate until “all agreements have been reached and the second phase can begin.”
The resolution’s sponsors “reject any attempt at demographic or territorial change in the Gaza Strip, including any action to reduce the territory of Gaza,” and reaffirm their commitment to the two-state solution.
