On Wednesday, UN Assistant Secretary-General Miroslav Jenča presented a report to the Security Council on the current situation related to the escalation of attacks on Ukraine. He warned the international community of the rapidly deteriorating humanitarian situation and growing threats to global security.

Escalation of the conflict

Miroslav Jenča recalled that more than 1,000 days have passed since the start of Russia’s full-scale invasion, and the Ukrainian people have been subjected to unimaginable suffering. He stressed that the invasion was a “gross violation of the UN Charter and international law.”

In recent days, the situation, according to him, has only worsened. After “alarming” reports of the arrival of North Korean troops in the conflict zone, there were reports that  On November 21, a Russian medium-range ballistic missile hit the Ukrainian city of Dnepr. 

“According to Ukrainian authorities, the missile was equipped with six warheads, each with six submunitions, and it took it only 15 minutes to fly from the launch pad in the Astrakhan region of the Russian Federation, located approximately 1,000 kilometers from the city of Dnepr,” a UN representative reported to Security Council members.

Later, he continued, the Russian president confirmed the testing of the new Oreshnik missile, saying that such strikes were a response to the Ukrainian armed forces’ use of long-range missiles provided by the West to strike Russian territory. The Russian president said that Russia intends to continue testing new missiles in combat, and yesterday Russian authorities signaled that they would continue this practice in response to Ukrainian strikes on targets in Russia.

“The UN has no additional information on these incidents, including the types of weapons used,” the UN representative emphasized. “However, the continued use of ballistic missiles represents a dangerous escalation.”

He called on the parties to comply with international law, condemning any attacks on civilians and civilian infrastructure. “The parties are obliged to take all feasible precautions in choosing the means and methods of attack in order to prevent and minimize casualties among the civilian population,” he added.

Air attacks and humanitarian consequences

According to the rapporteur, Russia continues to intensively strike Ukraine. “Yesterday alone, Russia reportedly launched 188 drones against seventeen regions of Ukraine. This is a record number of drones used in a single attack,” he noted.

According to the Office of the High Commissioner for Human Rights, at least 12,162 civilians have been killed and another 26,919 injured since the start of the full-scale war in Ukraine. Jenca drew attention to the destruction of civilian infrastructure, which is exacerbating the humanitarian crisis, depriving millions of Ukrainians of the opportunity to live in normal conditions.

A Call for Peace

Summing up his speech, the Assistant Secretary-General stressed: “The cost of this war is already too high for the people of Ukraine and the world – and it is growing every day. We must reverse the dangerous cycle of escalation.”

According to him, political will and an inclusive diplomatic process are needed to stop the war on terms that are consistent with the UN Charter, international law and General Assembly resolutions, and to establish a lasting and just peace. The UN, Jenca stressed, is ready to provide full support to such efforts.
