The Security Council adopted a resolution on the protection of humanitarian and UN personnel, calling on all parties to conflicts to fully comply with their obligations under international human rights and humanitarian law. The resolution was supported by 14 countries, Russia abstained.
In the document, Security Council members reminded countries of their obligations under the 1949 Geneva Conventions and called on all states that have not yet done so to consider ratifying the 1977 and 2005 Additional Protocols. This year marks the 75th anniversary of the Geneva Conventions.
The Council “strongly condemns attacks and all forms of violence, including sexual and gender-based violence, threats and intimidation, against humanitarian personnel, as well as United Nations personnel.”
The Security Council calls on all states to consider the possibility of acceding to the Convention on the Safety of United Nations and Related Personnel personnel with her.
The resolution also condemns the unlawful denial of humanitarian access and the deprivation of goods essential to the civilian population’s survival. The Council “urges all parties to an armed conflict to allow and facilitate, in accordance with the relevant provisions of international humanitarian law, full, safe, rapid and unhindered humanitarian access to all civilians in need.”
Security Council members also emphasized the need to promote the safety, security and freedom of movement of humanitarian and United Nations and associated personnel, including nationally and locally recruited personnel.
