UN Senior Coordinator for Humanitarian Affairs and Reconstruction in Gaza, Sigrid Kaag, briefed the Security Council on her efforts to ensure faster and more consistent delivery and subsequent effective distribution of aid in the sector.

After the Israeli government committed to improving the humanitarian situation in the enclave on April 5, a number of measures were implemented, including the reopening of some bakeries in northern and central Gaza, Kaag noted. However, much has not yet been done, and the UN is in contact with the Israeli government on further efforts. In particular, agreements are needed on the medical evacuation of victims and the repair of roads for the passage of humanitarian convoys.

Kaag shared new information on the diversification of supply routes in accordance with Security Council resolution 2720 (2023), including the launch of a land corridor through Jordan and the operation of a maritime corridor from Cyprus. The implementation of the UN 2720 Mechanism for the Gaza Strip will begin in the coming days, the Senior Coordinator said. The mechanism is designed to systematize and monitor supplies to Gaza, as well as support the work of all humanitarian organizations on the ground.

“Equally important is the creation of favorable conditions for the restoration of the commercial sector in Gaza and the involvement of the Palestinian business community and its investors,” Kaag stressed.

She also warned that if the Israeli plan for a military operation in Rafah is implemented, the humanitarian catastrophe will only worsen.

Kaag declared the need for a “paradigm change.” This requires further improvements in the quality and scale of aid, measures to ensure its safe, secure and unimpeded distribution within Gaza, and preparations for early recovery and reconstruction.
