Corruption, discrimination and violence threaten to undermine progress towards the Sustainable Development Goals (SDGs). These are alarming findings in the new UN Global Report on SDG 16 – Peace. justice and effective institutions.

The report was launched at the High-Level Political Forum at UN Headquarters by Deputy Secretary-General Amina Mohammed.

“SDG 16 is a critical enabler for achieving all the SDGs,” she said. “This new report shows that we urgently need to step up action to achieve the SDGs to build peaceful, just and inclusive societies, leaving no one behind.”

Conflict and Crime

According to the report, in 2023, the confirmed number of civilian casualties in armed conflict rose to 33,400 people, an increase of 72 percent compared to the previous year.

At the same time, women made up 36 percent of the victims, and children – 31 percent. This is the highest proportion of women and children among conflict victims since the adoption of the Agenda for Sustainable Development in 2015.

Organized crime remains a major obstacle to peace and development, accounting for 22 percent of all homicides worldwide in 2021. At the same time, in the Americas this figure was 50 percent.

Civil society

According to the UN , 40 journalists and media workers were killed worldwide in 2023, compared to 20 in 2021 and 28 in 2022.

“The data we have been able to collect also indicates that at least one journalist, human rights activist or trade unionist is killed or disappeared every day around the world,” said UN High Commissioner for Human Rights Volker Türk. 

“This is deeply troubling and highlights the urgent need to take action to protect the space for civil society and ensure fundamental freedoms,” he added.

Violence and discrimination

In 2022, the UN recorded 48,800 cases of murder of women and girls by intimate partners or family members. The total number of women victims of homicide is estimated at 88,000 in 2022, the highest annual figure in 20 years. However, in low-income countries, women were significantly underrepresented in government positions.

States also failed to prevent violence against children. It is estimated that more than a third identified victims of human trafficking are children. Nearly 80 percent of children under the age of 14 have experienced harsh discipline in their homes.

Overall, one in six people worldwide experiences discrimination on some basis, including in particular in relation to ethnicity, skin color and language. In addition, people with disabilities experience discrimination almost twice as often.
