Speaking after the vote, Bahrain Foreign Minister Abdullatif bin Rashid Al-Zayani expressed regret that the Security Council did not accept the draft resolution.
“Failure to accept this resolution sends the wrong message to the people of the world – a signal that threats to international waterways can go unpunished, without any decisive action from the international community,” he said.
The Bahrain representative added that the draft resolution was intended as a step towards ensuring freedom of navigation in the strait. It also called on Iran to fully implement its international obligations and stop attacks on neighboring countries.

The diplomat emphasized that Russia respects the sovereignty and territorial integrity of both Iran and other Gulf countries. “The purpose of this project is obvious,” Iranian Ambassador Amir Saeed Iravani said speaking at the meeting. The text of the resolution, he said, was aimed at “punishing the victim of aggression for defending his sovereignty and vital national interests in the Persian Gulf and the Strait of Hormuz.”
“Essentially, this was a project of the United States,” the Iranian diplomat said, praising China and Russia for their “responsible” actions in using the veto, as well as Pakistan and Colombia for abstaining.
The ambassador rejected any proposals for a temporary ceasefire, emphasizing that any viable solution “must guarantee a permanent cessation of aggression.”
