The Sudan expert appointed by the UN High Commissioner for Human Rights has called on the rival Sudanese Armed Forces (SAF) and the Rapid Intervention Forces (RIF) to take immediate action to ensure the protection of civilians in the Greater Khartoum area amid escalating fighting and reports of extrajudicial killings.

Since September 25, 2024, the Sudanese Armed Forces have launched a large-scale offensive to regain control of a number of areas in Greater Khartoum. The SAF carried out airstrikes and artillery shelling of enemy positions, killing dozens of civilians and causing significant damage to civilian infrastructure.

“The ongoing fighting in Greater Khartoum echoes the horrors of the initial period of the conflict in April 2023 and could lead to a large number of civilian casualties, serious human rights violations and mass displacement,” warned Radouane Nouitzér.

The expert expressed alarm over reports of the execution of around 70 young people by SAF soldiers and their allies.

“Videos circulating in the media show the bodies of those killed, who were suspected of belonging to or collaborating with the SRF. This despicable act is contrary to all human rights standards,” the expert added. According to him, one of the videos shows armed men in SAF uniforms who say they are from Khartoum North and who say they killed six men who were looting houses.

Even war has its rules. Impunity must end

Radouane  Nouisseur called on all parties to the conflict to comply with their obligations under international humanitarian law and human rights. He said there must be a prompt, thorough, independent and impartial investigation into the killings and that those responsible must be held accountable in accordance with relevant international standards. “Even war has its rules. Impunity must end,” the expert added.
