Digital literacy level of the population is growing in Ukraine

More and more Ukrainians use the Internet daily. The level of digital literacy in Ukraine is growing Culture and education

The number of Ukrainians who use the Internet daily has grown from 72 percent to 80 percent over the past year, and this figure has grown by more than 10 percent since 2021. These are the data from a national survey conducted by the Kyiv International Institute of Sociology (KIIS) on behalf of the United Nations Development Program (UNDP).

11 percent of Ukrainians in 2023 used the Internet infrequently – only two to three hours a week or less, 9 percent did not use it at all. However, over two years, the share of the latter has decreased by 5 percent.

Ukraine continues to have a high level of use of government electronic services, with 64 percent of respondents saying they have used such services in the past year. On average, Ukrainians use three digital government services per year, which is more than last year. The most popular government services portal among Ukrainians is Diya. 

Valeria Tkach, Deputy Director of the Department for the Development of Electronic Services of the Ministry of Digital Transformation of Ukraine, noted that the survey results show that the work of the ministry and its partners is bearing fruit.

“This year’s study showed that the level of use of government electronic services is consistently high, Ukrainians use more digital services on average, and most users rate this experience positively,” Tkach said.

Anton Grushetsky, executive director of the Kyiv International Institute of Sociology, said that there is still a noticeable “gap” in the use of government electronic services among different age categories. 

Thus, in 2023, 89 percent of respondents aged 18-29 used at least one service, while among people aged 70 and older this figure is 30 percent. At the same time, the share of older people using the Internet continues to increase in Ukraine. 

According to the survey, the number of people for whom the lack of sufficient digital skills was the reason for not using electronic services has significantly decreased – from 47 percent in 2022 to 20 percent in 2023. 

“This is clear evidence that the level of digital literacy in the country is growing, and Ukrainians have more opportunities to learn how to use smartphones and the Internet,” said Volodymyr Brusilovsky, manager of the UNDP “ASV Support” project.

The all-Ukrainian survey was conducted in September-October 2023 among adult residents of the country aged 18 and older who lived in government-controlled territories Ukraine.
