The United Nations and its partners announced on Thursday the launch of humanitarian response plans for Ukraine in 2025, calling on donors to provide $3.32 billion to support the country’s 8.2 million residents and Ukrainian refugees.
The plans were presented in Kyiv jointly with the Ukrainian government.
Help for the people of Ukraine
“I admire the determination of the Ukrainian people to move forward despite enormous challenges,” said UN Emergency Relief Coordinator Tom Fletcher, who has been visiting the country for several days. He visited several affected areas of Ukraine.
Communities on the front lines of humanitarian response need support and solidarity more than ever, he stressed.
Humanitarian organizations plan to provide services to 6 million people in Ukraine in 2025, in particular in the areas of food, health, shelter, financial assistance, education and protection. With sufficient funding and access, humanitarian workers will continue to work across the country, including in communities located close to the front lines.
Particular attention will be paid to the most vulnerable groups, including children, older people and people with disabilities, many of whom have been isolated and face barriers to accessing aid. The humanitarian response in Ukraine will require $2.62 billion.
Support for refugees
“Now is not the time to forget about the millions of Ukrainians who have been forced to flee their homes, and many of them their country,” said UN High Commissioner for Refugees Filippo Grandi. He also visited several frontline regions of Ukraine this week.

Grandi noted that the countries hosting Ukrainian refugees abroad have done an incredible job over the past three years. At the same time, according to him, Ukrainians still hope that conditions at home will change and they will be able to return home. “We must continue to keep this hope alive in them,” Grandi said.
Humanitarian organizations will support 11 host countries in the region in expanding protection and integrating more than 2 million Ukrainians into their national systems in 2025 and 2026. This will allow refugees to access housing, decent work, health care, legal services and social protection.
UN agencies and partners will continue to support refugees through cash assistance and targeted assistance to children at risk and victims of gender-based violence, with $690.3 million needed in 2025 and $1.2 billion in 2025-2026.
Results Achieved
Despite challenges, including funding shortages and limited access, humanitarian organizations provided essential assistance to millions of people across Ukraine in 2024. Almost 3 million people received food assistance, and about 5.8 million people received water, sanitation and hygiene services, primarily in frontline regions. In addition, millions of people in Ukraine received support in the areas of housing, education, protection services and cash assistance. Two million people gained access to health and medical care.

In countries hosting refugees, humanitarian agencies were provided with only a third of the required funding. Despite this, they continued to work to advance the rights of refugees and ensure their safety.
In 2025, the UN and its partners call on governments, donors and individuals to contribute to the response plans. Ukrainians, both at home and abroad, need the world to help them rebuild their lives and maintain hope for a better future.
